Grandparent rights are only honoured if the parent with the child is willing to allow the grandparent access to the child. Otherwise the grandparent needs to spend money to take that parent to court in order for the judge to rule in favour of the grandparent. Only to discover that the parent in question decides to over rule the judges decision sometime after the court case. Which would make the parent in contempt and would force the grandparents back to court to find the judge rule in favour of the grandparents once again and not find the parent in contempt even though this will continue for many years. The parent gets away with the contempt and the grandparents have in excess of $40,000 just to have access to their grandson and the courts can't do a damn thing about it. So what good are the so called "Rights" that you keep referring too????

It is the children who need their rights ensured by gov't. All children should be ensured the right to have contact with and to participate with their extended family, especially grandparents. It's their identity that is at state.
